@bes Spain has lots of experience with this. Some years ago there were a number of bleeding edge IT infrastructure projects for schools. Unfortunately, a change in government can bring everything to a screaming halt. Free software is so important in schools, but I'm not sure if getting the government's 'permission' to do it is the right way.
